📚 Replace the branching guide page with a placeholder 
The page described a feature that changes daily behind the `:branching`
product flag, and every change cost two descriptions: the page and the
design notes the review reads. The page now names the featureset it
will cover, branches, pull requests, reviews and merges, and promises
its description at the point the feature is proposed for merging into
develop, written against the code that the proposal ships.

The name moves with it, because the page covers version control for
files and not one of its mechanisms.
