* feat(extensions): add durable team public state

* test(channels): wait for each artifact reply

* revert: remove unrelated channel artifact test changes

Revert 213addd3c72be08246287445d9817c8856f36e40 so the channel test fix is maintained separately on main. Keep the public-state feature and its tests unchanged.
