feat(extensions): add durable team public state (#7611)

* feat(extensions): add durable team public state

* test(channels): wait for each artifact reply

* revert: remove unrelated channel artifact test changes

Revert 213addd3c72be08246287445d9817c8856f36e40 so the channel test fix is maintained separately on main. Keep the public-state feature and its tests unchanged.

## Maintain team public state
Members can maintain stage objectives, plans, findings, open questions and
delivery requirements independently of recent messages. Active entries are
included in `read_team_context` and every newly prepared task or result receipt.
The original team goal remains unchanged. The team page displays current and
archived entries with their kind, revision, latest author and source conversation;
it updates without clearing task drafts.
Three member-only tools manage this state:
- `publish_team_state` takes `team_id`, `request_id`, `kind`, `title` and `content`.
Kinds are `objective`, `plan`, `finding`, `question`, and `requirement`. A stable
publication ID deduplicates retries from the same member conversation. Reusing
it with different original content is rejected; retrying after an update returns
the current entry without undoing the update.
- `read_team_state` takes `team_id`, with optional `entry_id`, `kind`, literal
case-insensitive `query` and boolean `include_archived`. It returns all matching
current entries and the team-state revision; no paging is needed for this
bounded collection. Reads require no run-control capability or reconnect.
- `update_team_state` takes `team_id`, `entry_id`, `expected_revision`, `title`,
`content` and `status` (`active` or `archived`). Any current member may update
an entry. Updates compare the entry revision inside the SQLite transaction.
A conflict returns `updated=false`, `conflict=true` and the current entry;
the caller must reconcile it before trying again. An identical retry of the
latest successful update returns success without incrementing the revision.
Older retries after another edit return a conflict. Entry kind and creator
are immutable; latest author, time and source are stamped by the service.
For example, publish:
```json
{"team_id":"...","request_id":"cost-plan","kind":"plan","title":"Cost review","content":"Research gathers quotes; Review checks operating costs."}
```
Then use the returned `entry.id` and `entry.revision` to update:
```json
{"team_id":"...","entry_id":"...","expected_revision":1,"title":"Cost review","content":"Include annual operating costs.","status":"active"}
```
State retains the latest version of at most 20 entries, including archived
entries, with a combined 16,000-byte UTF-8 JSON projection budget. Titles accept
80 characters/160 UTF-8 bytes and content 1,000 characters/2,000 bytes. Shorten or
reuse existing entries when approaching these bounds. Archiving removes an entry
from automatic context but keeps it queryable; it is not deletion and does not
free its storage slot. Entry revisions detect concurrent replacement; this is
not an edit-history archive or an automatic summarizer/verification service.
Writes also enforce the complete 24,000-byte shared-context budget; unusually
large goals or rosters can leave less than 16,000 bytes for active state.
Entries are member-authored task data with creator and latest-editor attribution.
The source identifies the editor's member conversation and, when available, its
current admitted team task. It does not attest that a finding was verified.
No member can supply another author or a host capability in a publication.
State persists across restart and shared-history rotation. Legacy teams start
with empty state without a database migration. Pending jobs keep their frozen
input for idempotent retries; they do not silently acquire later state edits.
Members can explicitly query current state during a run.
