Expose Japanese layout properties on Text and TextRange with validated
values and whole-shape writing mode behavior. Keep ruby readings tied
to their spans when applying styles through ranges.

Update public TypeScript declarations, the API changelog and runtime
and plugin test coverage, including active-page checks.
