Merge remote-tracking branch 'origin/develop' into alvorithm-issue-12666 ...

The branch and develop add code at the same two places in
files_update.clj. Keep both:

- `get-added-page-ids` and `validate-added-pages` sit with the other
  validation helpers, above the repair machinery develop added.
- `process-changes-and-validate` keeps develop's `fdata/with-untracked`
  and runs the added-page check first inside it, before the soft and
  hard validation passes.
