* ✨ Take changelog highlights from the release highlight label

The 🚀 section was picked by the agent on each run and kept
forever, so a regeneration could add highlights product did not choose
and nobody could drop one. Make the `release highlight` label the only
source, as `breaking change` already is for 💥, and have the report
flag 🚀 entries that do not match the label.
