* 🐛 Count saved versions in the version quota

The snapshots-per-file and snapshots-per-team quotes counted the
saved versions by file_change.data, a column that only the legacy-db
file data backend writes: versions keep their payload in file_data,
so the count returned 0 and a configured quota never applied.

Count by label instead, which tells a version apart with every file
data backend, and add a partial index on file_change with the same
predicate so both counts are answered by an index only scan instead
of walking every row of every file of the team (10.3 seconds in
production for a team with 829 versions).
