When the import modal content moved to import-files-stage* (#9958), the "error list or file rows" if became a when followed by rows that always render. A non-.penpot file yields an analyze error entry with no name, so the modal showed an empty error row below the error list. Render the file rows only when the error list is not shown, as before.
