The timeout for tool calls (which is trictly relevant for plugin tasks only)
is now configurable via env. var PENPOT_MCP_TOOL_TIMEOUT_S.
The default was raised from 30 to 120, because 30 seconds was not enough for
some calls, especially in larger Penpot files. #10953

Loki logging is enabled iff PENPOT_LOGGERS_LOKI_URI is non-empty.
File logging is now enabled iff PENPOT_MCP_LOG_DIR is set to a non-empty value
(previously defaulted to the "logs" directory when unset).

The types build is not part of the bootstrap, and it is not
relevant to regular users (only to developers).
