⚡ Build the frontend bundle once for all E2E suites (#11792)
* ⚡ Build the frontend bundle once for all E2E suites

Merge tests-integration, tests-composable-suite and tests-plugin-api-suite
into one "CI: E2E" workflow. Each of the three ran its own full
frontend/scripts/build on every PR, so one PR paid the build three times.

The new build-bundle job restores actions/cache key frontend-bundle-<sha>,
runs frontend/scripts/build only on a miss and saves the key before the
job ends. The integration shards, the composable suite and the mocked
Plugin API suite now all need build-bundle and restore the same key with
fail-on-cache-miss, so none of them builds. A workflow re-run of the same
SHA reuses the cached bundle instead of rebuilding it.

Triggers become the union of the previous paths (frontend, common,
render-wasm, plugins): the bundle embeds the built plugins, so a plugins
change runs the whole set. workflow_dispatch keeps running the
integration job only, as before.

Job names are kept identical on purpose: they are the GitHub check
contexts and branch protection may match them by name.

Docs: new mem:frontend/e2e-ci-workflow records the build-once contract,
referenced from mem:frontend/core and mem:frontend/testing; the composable
memory and both suite READMEs are updated.

The bundle and docker-image build/dedup checks used different cache
keys: the bundle was cached by ref name (`penpot-<gh_ref>.zip`) while
the docker image marker was cached by commit sha
(`markers/images-sha-<sha>`). A tag built from a commit already
promoted under another ref (e.g. `develop`) would rebuild the bundle
unnecessarily, while `build-docker`'s `promote` job silently inherited
the skip from `build` and never created that ref's branch tags
(`backend:<gh_ref>`, `frontend:<gh_ref>`, ...), even though the
underlying sha-tagged images already existed.

- Key the bundle S3 object by commit sha (`penpot-sha-<sha>.zip`)
  instead of by ref name, matching the docker marker's semantics.
- Drop the S3 metadata round-trip for `bundle_version` in
  build-docker.yml; compute it locally with `git describe`, same as
  build-bundle.yml (requires fetch-depth: 0 on that checkout).
- Split `promote` into two mutually-exclusive jobs, `promote` (needs
  `build` to succeed) and `retag` (needs only `prepare`, runs when
  `prepare.outputs.exists == 'true'`), each moving the `:<gh_ref>`
  branch tags to the current sha. This replaces relying on `build`'s
  skip/success state with two explicit conditions, so the tags always
  get moved regardless of which path built the images.

on branches predating it, so a missing file turned otherwise green
runs red. Tolerate both a missing filter and a jq error: a cosmetic
summary should never fail a run.

Use `!cancelled()` instead of `always()` on the merge job. With
`always()` it also ran when the run itself was cancelled by
cancel-in-progress, after the shards had been killed without uploading
their blobs, leaving the download step with nothing to match.

Lower the JSON report retention to 7 days, the repository maximum.
Requesting 30 was silently clamped and logged a warning on every run.

afe62e6592 ✨ Add force rebuild flag and adhoc ref builds
Add a `force` input to Bundles Builder, Docker Images Builder and the
admin-console dispatcher to bypass the existing S3/registry skip
checks and overwrite artifacts unconditionally. Propagate it through
_DEVELOP, _STAGING and _TAG (defaulting to false on non-dispatch
triggers, since schedule/push events carry no inputs).

Add a new _ADHOC workflow to build the full image set (bundle + all
docker images + nitrate admin-console) from an arbitrary ref pair,
for one-off builds of feature branches like test-bameda.

Enrich the build/promote step summaries with the built version
(`git describe --tags --always`), a link to the commit and the build
timestamp. Add run-name to all `_`-prefixed workflows so the target
ref (and, where reliable, the commit sha) is visible directly in the
Actions run list.

Remove the temporary serial exception introduced alongside sharding.
Sharded runs on `develop` complete in ~13 min against ~52 min for the
serial runs on `staging`, and the gap keeps widening as the suite
grows.

Also restore the JSON report as a 30-day artifact. It was dropped when
the suite moved to sharded blob reporters, which left flakiness rates
only obtainable by scraping job logs.

The check→build→promote pattern with the S3 marker is unchanged; only the key used for the marker, the immutable tag and the local bundle cache filename moves from the composite build key to the git commit sha (the bundle cache now keys on bundle_version alone, which is what it actually caches). devenv is intentionally left out of this pass, it has no versioned tagging today.

af1537d071 ⚡ Shard integration e2e tests across four parallel jobs
Split the integration suite into four shards running two Playwright
workers each. Median wall time for the job drops from ~40 min to an
expected ~15 min; the build job is unchanged at ~4 min.

Shard reports are merged into a single HTML report, and the merged
run is summarised in the job step summary: totals, failed specs and
flaky specs ranked by retry count.

Chromium is installed into a shared volume so shards do not
re-download it. `workflow_dispatch` allows running the suite manually
against an arbitrary ref, with configurable shard layout and workers.

PRs targeting `staging` keep running serially while the current
release stabilizes. The exception is marked TEMPORARY and removed in
a follow-up.

Move Dockerfile.frontend, .backend, .exporter, .mcp and .storybook
under docker/images/ from ubuntu:26.04 / nginx-unprivileged / a
manual Node tarball install to Docker Hardened Images (Debian 13,
or Alpine for storybook). storybook and mcp get a true non-dev
runtime; frontend, backend and exporter keep the -dev tag as their
final image, since each needs a shell and/or package manager at
container runtime (nginx templating, fontforge/python3, and a
headless-browser stack, respectively).

ubuntu:26.04 to Docker Hardened Images (Debian 13 / trixie).
imagemagick gets a true non-dev runtime with its shared libraries
vendored via ldd; devenv keeps the -dev tag as its final image since
it's an interactive development container, not a production

The plugin provides a framework for writing composable tests against
the Plugin API, and applies it to systematic end-to-end testing of
component semantics.

stream in live, and every checkbox carries a stable DOM id — so the
panel can equally be driven programmatically (the basis for running
the suite in CI), as documented in the plugin's README.

Move all development tools from tools/ to scripts/ for consistency.
Rename lint/fmt/check-fmt to lint-clj/fmt-clj/check-fmt-clj to clarify

start-opencode, start-opencode-server) and the backport-commit skill.

Update all internal references across .serena/, AGENTS.md, and
