Upstream cannot force another mid-development renumber now; the migrations take their final autoincrement numbers in one rename when the feature merges into Penpot. Renaming a migration registers it under a new name, so any database that ran the old names drops the branching tables, or deletes their migrations rows, before it boots this build. The shared devenv database and the ws1 test database are in that state on this machine.
