feat: return hit-centered history search excerpts with source offsets (#6008) ...

* feat: return history search excerpts near keyword matches

* docs: use English for history search guidance and comments

* docs: sync Chinese history search excerpt contract

* docs: clarify history excerpt fallback for oversized matches

* fix(history): skip oversized occurrences when selecting excerpts

Continue scanning casefolded substring matches until an occurrence fits the 600-character excerpt, including overlaps. Cover later fitting hits through synchronous and asynchronous active/archive search and read tools, and update the documented contract.
