fix(ci): keep runtime guidance within the chain budget (#7522) ...

Move checkpoint modes, replay, module maps and terminal-ownership details intact into the existing runtime reference. Keep concise invariants and explicit links in AGENTS.md, reducing the effective chain from 99,004 to 80,817 bytes. The existing guidance regression now passes without changing budget thresholds.
