Both change logs mention [#7022] in the workflow-turn-cap entry but neither
defines it, so the released page renders the literal text "[#7022]" next to a
working link for the fixing PR. #7022 is an issue, not a pull request, so the
definition targets issues/7022.
Add an offline guard for the whole class: every [#n] reference token needs a
definition, and every definition must aim at the same number in this repository
(commit permalinks, as used for deleted PRs, stay allowed).
