fix(支付设置): 加宽表单标签并将说明文字固定显示在控件下方

label-width 100px 无法容纳 8 字标签导致折行；说明文字在 flex 内容区
被排到上传按钮、单选组右侧，改为占满整行统一换行显示在控件下方。
